    I have a CSS code that tries to combine row1, row2 into one row in mobile screen. They have reduced the wrapper height of the row2 to 1px and kept the row2 height as 36px. The result is overlapping row2 and row1.

    1. is this method SEO friendly?
    2. What is the better way to do this by CSS only?

    CSS is essentially unrelated to SEO.

    A minimal Codepen.io Demo would be preferred that a link…also some explanation of why you think it is neccesary to combine rows.
