Neither. This is an OS bug, not an IE bug.
You can reproduce the error by applying KB3021674 batch for Windows 8.1
You can resolve this issue by either rolling back your Windows 8.1 update or updating your Windows 8.1 to the latest batch that came out last week.

But why all this hatred toward IE?
Do you not realize that without IE 6,7,8,9, & to some extend IE 10, many front-end developers would be out of job right now?
Without IE, web-development would become so simple that front-end developers would not be able to demand or justify high wages/salaries.
So if anything, front-end developers should send Mr. Bill Gates a thank you note for allowing us to pay our mortgages.
