pre-canned php available or take the bespoke route?

Client wants a section on their site where people with paid memberships to their organization can log in to gain access to features like a membership directory, view/pay membership fees, and submit/download forms for various events.
Does any one know if there’s a pre-canned solution worth checking out or am I better off building it from scratch (aka out-sourcing it to someone to build from scratch).

I know all of these features are possible with WordPress and various plugins — not saying it’s the only solution, but it would be quicker than a ground-up build.
