Phone browsers not using correct WordPress CSS

I’m happy with the design of my WordPress website, as displayed on Tablet and Desktop devices.
I’m also happy with the display of the site in a 360px wide Desktop browser.

But, when I view the site on a mobile device, all the good CSS design disappears and an ugly default design is used.

How do I get the design, as displayed in a 360px wide Desktop browser, to appear in a Mobile phone browser?
