I have created a site. It has taken me over 1 year.
Anyway…. It looks bad on most devices and resolutions and I have tried just about everything (within my skillset) to get it correct.
I wont post the site here…rather my skype (please quote ‘site help’ if you message me there) and we can talk.

Im very serious about getting this fixed once and for all. This problem has been a headache for months now.
This might also belong in Java or PHP section too…. I really am not sure the best/most effective way to do this.

@Ayumi — if you want people to help you out, make it easy for them. Not many people want to have to jump through hoops in order to help out others.
My site has adult content on it. Which is why i didn’t post it here.
But so be it ;) I thought i was doing the right thing in the first place.
There is the main index page http://www.ayumipie.com (which is almost device friendly)
Then the includes php covering all other pages. This is the one with the serious problems in layout and display on other devices.

I tried this method and to tst it i used a blank mobile.css to see if it would read it. I couldn’t get it to work.
I feel as though I am so close and missing something so simple (story of my entire experience)
