    Well, Twitter Bootstrap is built on LESS and is very focused on responsive, so I guess you might give it a look. :)

    now its only on CSS : Downloads include compiled CSS, compiled and minified CSS, and compiled jQuery plugins, all nicely packed up into a zipball for your convenience. :/

    I use a modified version of Skeleton, also heard good things about Inuit which uses Sass.
