    I’m trying to create an effect where a user hovers over a menu item, and the menu bar will expand like a bubble in that spot. I’ve attached a screenshot to try to help visualize.

    Is this possible using either CSS transitions or jQuery?

    I bet you could do that using just CSS with transforms, transitions and box shadow
