    I am looking to TOTALLY redesign my wordpress website.

    Can i build it as a different theme that is available at a different address?

    I dont want my old site to be down durring construction.

    You should create a subdomain:

    dev.yourdomain.com

    And work on it there. When you are done, you can move all of the files over to the main root.

    Pretty much. When you move the files over there are a couple places you need to change the web address, but essentially it’s that simple.
