You must know CSS if you expect anything from sass/scss. They write css —how can you write a script that write css if you don’t know how/what css you want written?
sass is great, though. It’s well worth learning. As for which syntax you learn, that’s up to personal preference. You won’t miss out on any features, either way. I personally prefer the .sass (“alternate/indented”) syntax.
