Alright so I offered to help my brother make a theme for his new ebay account to help him make some sales. Nothing fancy but I wanted to try and make it a bit “over the top” but I cannot figure out how to do it.
I’m a novice and don’t do this stuff much but I made a layout and wanted to try a patriotic theme to it.

I just want it to span the entire layout with 20-25% opacity, enough to see it but not enough to take away from the text.
Am I just wasting my time here? Mind you I created this code using an online site (I did say novice) called sellercore. I’m no coding master, I’m just an idiot trying to help my brother make a living and keep a float. Thank you for any help.
