Animated Progress Bar Help WordPress

Hi,

I am trying to figure out how to do the css for an animated progress bar for a charity website that I am working on.

DESIGN HERE

I need it so that when it goes over a certain value a specific colour loads.

I hope this makes sense?

The part that says value with percentage doesnt need to show.
