Firstly, please don’t dump code like that, it’s hard to read, takes up waaay too much space on the thread and is, usually, not useful.

That said, if there are media queries it sounds to me as though this template IS responsive and somewhere along the line you have either gotten bad information or have misunderstood what you have been told.
