How can I replicate this in CSS? Or can I not?

Do you mean the overlay?
This is a pretty standard effect.
If you show use what you have tried, ideally in Codepen.io we can take a look and give you a hand.

pretty stuck on the positioning and the transition and the hover (we need a button as well because of mobile)

Though I wouldn’t hide it behind a button on mobile I would just change the design. More User Friendly.
