Not sure it’s a css issue, but I give it a try…

but when I change my wordpress reading settings so it will be as my static home page it really messed up.

Static homepage can sometimes use a different page template ‘home.php’ or ‘index.php’ instead of ‘page.php’ (I think).
Check those templates for possible causes.
clokey2k is exactly right. When you setup WP to use a static homepage WP will by default use the page.php template. That is, unless you have already setup a page template to use for the home page.
