What’s it called when a bar drops down on scroll?

Hi, I am trying to add a bar to my site that drops down once I scroll past the header, I’ve seen it about online and I think it would add to my site. Trouble is I can’t find any tutorials to help me achieve the effect because I can’t work out what its called.
I might be being stupid but nothing I search comes up with the effect I want.

If anyone could tell me what its called or link me to a good tutorial that would be awesome, Thanks

What kind of ‘bar’?

When you scroll down hast the header and a bar that has almost a mini header so some social links, button to scroll to the top, logo and such.

I’m not sure if I’m interpreting correctly, but Waypoints may be useful if you like the idea of using jQuery. Just have it call up your social media list and whatever else on scroll to some element. It’s pretty flexible and simple to use.
