[Solved] Trying to get a:hover to work on link areas

I have four link areas that are supposed to go over an image. I want the border of the CSS block/link area to light up in colour when the user moves the cursor over it.

In my example below there are three static squares, and one I tried to get to work the way I want it to (b4). I’d be very grateful for any pointers!
