Random tag cloud spread out in a div?

Using WordPress I want to put a tag cloud in a div. Don’t want to use a plugin, trying to eliminate the amount of plugins used.
Doesn’t have to do anything fancy, but I’d like it to be spread out the words, just not having them side by side, and also in random order, but I’d like it to use the full div width and height. I’m also using bootstrap so it’d be nice if it re sizes with the div also.

Seriously, do you have any idea how to achieve this?

Have you done any research on how this is done, has been done or might be done?

Have you tried anything yourself, if so, what and what didn’t work?

Where is the data coming from? What will determine the ‘look’ of the cloud?

This is a fairly extensive piece of work that requires HTML, CSS & JS….a plug-in is a perfectly acceptable option.
