Parallax moving background on drag

I am not even sure if this is possible but I am wanting to achieve something the following template on Prezi:

If you click on the Home Icon once the presentation loads you can drag the view-port around which changes the background position.

I am wanting to do something similar to a touchscreen presentation that lets users move the viewport on drag but create depth with the background
