Page wont show my background all the way to the end

I am a newbie and have a couple of problems.

1. The color I am using to offset the blue background goes down the page but on the FAQ and about page and contact us is having this issue. The index page doesn’t have this problem but it is shorter than other pages.

2. On the FAQ Page the big heading that says FAQ is lower on the page and I cant figure out how to get it to move up under the banner.
