Need help with background size

I need to know how to make the blue transparent part a fixed position i want it the same width and height on each of my pages but it keeps change as a move around and add content. Any help will be very appreciated I am doing this for my final grade in my first web design class.

A lot of the CSS I have in this site is stuff that is beyond what we have learned in the class. I am trying to build on what I have learned so Im not needing anyone to do my homework just asking for some help on something I don’t understand everyone coding started out not knowing how. I did get it how I wanted but I used a footer and content ID for each page and adjusted the position for the footer to be where i wanted it and changed the padding in the content to stay be the same size for each page based on the content that was on each of the pages. I am not sure if that is the right way to do it but it worked. Feel free to correct me if that is not supposed to be used like that.
