Link not working on site

Hi i have made a need copyright section on my site but for some reason its the link i put on persis design.nl not working

I just fixed it with a simuluar website but what i dont understand is why
position:relative;
z-index:999;

fixed it if i put it on my stylesheet could some on please explain why the z-index worked but before it didnt.

I know that z index is supposed to stack your element orders. but why did it work still i gave it as order 999 so the last posible order so why it confuses me

no it is supposed to look like that the footer is supposed to not appear. also i moved the coppyright inside the header. so z-index makes it so that it can stack more on a lines of css. Begrepen
