I am trying to recreate an effect on [this site](http://www.designweekportland.com/2012#col-1). Specifically, the effect is that when you scroll anywhere on the page the scroll affects a specific element that itself has an overflow. My question, then, is how does one link a document-wide scroll event to a specific element? I’ve been searching and searching for a technique here and as of yet have had no luck. Any ideas?
