[Solved] if i use color:blue, how could use outline color on each letters?

Hello this is my very first time to use the forum. How would you put border solid on letters? I could not find more information on css-trick.com. I will need your help with the letter borders. if i put the letters using the color:blue; then i want to know someway to put the outline on each letters other way by to use border: solid 1px red; I could not figure it out myself. will you please what is your suggest to use css ?
