How to use the mousewheel for a one-screen vertical scroll

• I don’t mean scripts like fullpage.js that scroll from one div section to another. The problem arises when the browser window is less height than the div section and normal scrolling is needed to the next scroll point.
  I want a simple method of scrolling one full browser screen to another full browser screen regardless of height.
  Should be simple – but maybe not although I am seeing it more often.
