how to make hover color effect in map coordinates

i have a problem in applying a hover color change effect in a map which i called it using tag. The link provided below will help you understand what i want to achieve but let me tell you what i have done so far and please suggest and help what is wrong and what more should i do to achieve my goal.
I have used and called a map image and used hotspot to mark the states. My goal is to users will hover the hotspot area and that particular area will change color on hover. Very much similar to the link below. Please check and help. Thank you in advance :)
