How to add an end of page slide out?

    I would like to experiment with a neat feature I have seen on some websites. When I finish reading an article, a small window slides out from the right with a suggestion for other articles or a plea to subscribe.

    The slide out seems to be triggered by an anchor at the end of the article text. It slides out neatly and smoothly, and is not obnoxious.

    What is this called? Anyone know of a tutorial or script that I can use to learn about this?
