    In this site: https://nestpowerproject.withgoogle.com/ there’s a beatiful glow animation that I supposed it is done with CSS (is it?!)
    If so how is it done?

    If we’re talking about the same thing it’s done on a canvas tag, so no, not CSS. It’ll be some JS wizardry. Having said that you could potentially do something similar with gradient transitions.
