How do I make secondary nav sticky while anchor linking to content within page?

I’m trying to make the secondary navigation sticky while anchor linking to content within the page. I’ve managed to get to stick a little but when I click on a link the nav doesn’t remain sticky. I’ve tried using affix and position: fixed but it doesn’t seem to work and screws up the secondary menu. Anyone have any recommendations?
