Hover effect on this website – trying to see how its done

Hey guys & gals! Andy here trying to work in a website and i was looking for inspiration on hover effects, i came across : http://www.scopepainting.co.nz/index.html – halfway down the page when you hover over the “more button” the roll-over effect is a dot image which looks like it animates vertically and shows different colour – would anyone know if this is jquery or just a css rendering effect, i looked at the jquery scripts attached in the code i see kwicks, anyone in the css world know what trick this is how if there is a tutorial on how to set it up?
