I have a problem with the effects of a page with a horizontal scroll bar. For example if you shrink this page and scroll to the right, the header still fills the top of the page and likewise for the footer, but if you do the same on a site I am building the header and footer stop at the point of the scroll starts. So when you scroll to the right a chunk is missing, until you widen the page for it to catch up so to speak. Why does it do that and how to stop it?
    Thanks
