functions.php/bootstrap/referencing issues

so im trying to write my own wp theme from scratch…and i want to use bootstrap(another first for me) and wp is referencing the root directory instead of the theme directory….. i dont know why….here is my index.php and my functions.php ….help?

That’s pretty much the way I load up scripts (though I do wp_register_script/style first, then enqueue it) so it should work.

How did you create the new theme? Is it set to be a child of another theme or was it originally a child theme? And just for kicks, try deactivating and activating it again.
