Dynamic values depending on page position

I’m trying to create a page where elements change scale as you scroll down. My first instinct was to use jquery to change elements css values as I scroll, however I was thinking it may be more efficient to try do it all in CSS. I have the scale (and height and width) parameters set to follow variables but can not find a way to get the page position within CSS. Am I trying the impossible?

I think you are, there is no way to get the scroll position without JS that I know of.
