Are there setting that I need to change in photoshop when I am designing a website? I ask because I found this article and it something I didn’t know about.

It should be set to RGB right out of the box. If you’re not too knowledgeable about Color settings, that’ll do you just fine!

CMYK should only be used for print.

I think you are referring to the colour shift problem when "saving for web and devices". This may be helpful http://www.viget.com/inspire/the-mysterious-save-for-web-color-shift/

Sounds like you need some basic Photoshop skills/tutorials before you go about designing websites. Google is your friend, in this case.

I usually don’t advocate paid learning (long story) but for you I would go with http://lynda.com/. Their training is world class, especially in Photoshop.
