    Hi, I just learnt CSS and web development. Would like to check when i decide on the CSS level to use, should i also considered the server specs the code is to be deployed

    For example on a old server running Window Server 2008 and using jQuery 1.9 and Bootstrap 2. When i am developing a new website, can this new website be using CSS3 code with maybe Bootstrap 2 ?

    CSS is agnostic as far as back end architecture is concerned,

    All that matters is the browser being used….if it understands the CSS it will use it, if ot, it ignores it.
