Creating a splash page

How do I create something like this?

A splash page before I send them to the main website)?

(note: it is not just a simple landing page using wordpress pages. The background is different, the nav bars are not used and the headers and everything else is different. It is like a separate website before you go to the main website).

When you create a website, the first page that you want people to see when they type in your website address in their browsers must be named index with an appropriate file extension e.g. index.html

If you want some sort of an intro page before the main website, you would just create it the way you would any webpage and make that page your index.html Then you would give the other pages of your site other names.
