codepen vs jsfiddle (ie transitions)

I found something kind of odd that I was hoping someone could shine some light onto for me.

I was trying to help someone on another post with some css transitions and simple jquery stuff and it wasn’t working in jsfiddle on ie. It was driving me kind of crazy. So, for some odd reason, I decided to try it in codepen and it started to function like it should. Here are the two codes.

Same exact code with jQuery Library, but it codepen works in ie and jsfiddle does not.
Anyone know why this is happening? I mean, it’s more out of curiosity.
