Anomaly with :focus in IE between local and server files

Hi, I have a file named button.html with this code:

When I store it in my desktop, and open it from there, the focus works as expected. But when I store the file in Wamp and open it there either by typing C:Wampwwwbutton.html or http://localost/button.html in the URL bar, nothing happens. Can anybody explain this and offer a remedy?
