its your use of psuedo elements for background images – they have a higher index than the links and are ‘covering’ them.
just place the background image (the flag) on the footer .group (you may need to change the margin and padding). Again the psuedo elements used for the dashed lines are covering the links – just change the width to 1 or 2px instead of the 100% it is now.
