I prefer HTMLKit (an unfortunate name, because you’d think it doesn’t do CSS, but it does). Free, customizable, and easy to use. Typically I’ll have both my HTML file(s) and my CSS file(s) open at the same time, making it easy to add a class or ID and immediately style it.
