I’ve rebuilt/redesigned my website 3 times before i even finished it the first time. But it depends on how many visits you receive. If many of your visitors return at least once a week to your website, i would consider redesigning every 6 months. If your website is something like a 1 time visit and not that many people return, you can do it once per year. But that’s just what i think. And also what @HugoGiraudel said. When you get tired of the design or you feel it doesn’t fit well anymore.
