CSS3, keyframes, transitions, whatever, pushes all of the work down to the user’s device/browser. That saves download time at the cost of creating more calculations at the user’s device.

“unless i shrink the browser window, then it becomes more fluid.”

That feels like a sign that it’s too much work for the device/browser.
