I doubt it’s WordPress. My 2.9.2 works fine with the same permalinks structure you have, with that exact .htaccess file.

Who is your host?

You said you tried to upgrade some stuff – so does that mean you’re running your own server? If so – I can’t help ya. No idea in that realm of things.
