http://www.modernizr.com is what you want to try. It doesn’t make IE8 support CSS3, but it will support a lot of HTML5 tags (since it includes the HTML5 shiv), and it does a lot more.

Keep in mind that when IE8 came out, CSS3 wasn’t all that spec’d yet (and a lot of small thingies in CSS3 weren’t invented yet) so it won’t be able to support all the fancy styling stuff we have nowadays.
