As long as you are proficient in HTML and CSS, you are golden.

If you can understand some programming syntax, things like Javascript and PHP should come relatively easily. With all of the amazing jQuery scripts ready to go for you out there (along with all of the documentation and tutorials), it’s easy to implement complicated things without fully understanding exactly what is going on in the background.
