For really old (IE6) bugs, this site is a very helpful resource: http://www.positioniseverything.net/

For IE7 and higher, I am a firm believer that if you follow standards, there won’t be as many bugs as popular opinion seems to dictate. But perhaps that’s because I’ve dealt with IE7 for so long, I’ve learned to work my way around those bugs (or, in other words, what valid code to use that works in all browsers, including IE).

Another good list for a few common IE bugs (mostly IE6) can be found here: http://net.tutsplus.com/tutorials/html-css-techniques/9-most-common-ie-bugs-and-how-to-fix-them/.
