I can recommend Silverstripe (http://www.silverstripe.org/)
It´s the best CMS I´ve found. It´s easy to use for beginners, so you don´t have to waste much time to get things work.

For an online forum you can easily install this modul:

If you dive deeper in Silverstripe, you can create your own modules.

It´s a very nice platform.
