All depends on what is needed and/or wanted from it. Will the website grow much over time? Best then to have dedicated pages for everything. For a small website sometimes a onepager will be a good fit. Show or hide sections, or just use anchor-links. There is also this thing called AJAX which allows for complete html files to be parsed in, maybe an option one can explore.
