It means, don’t use block capitals for your whole post. Since capitals are a way of adding emphasis, whole blocks of them are widely considered to be a form of shouting. It generally comes across as rude, lazy, self important, and aggressive, and is a sure fire way of annoying the heck out of those of us who write in a more conventional, mixed-case way.
