CSS cannot affect what is served to the web page. It is for presentation only. In other words, it affects how the page looks.
It is more likely that the PHP is somehow at fault. Try viewing the source code to see what records are being served. This way you can be sure that you are looking at only the generated markup. CSS will not affect the source of the web page, just the way it is visually presented in the browser.
