The basic nav styles are actually written in the <head> of HTML pages in a <style> declaration.
I imagine, not being familiar with Weebly, that there is a setting somewhere that can change this.
Frankly, from what little I have seen of Weebly, it’s a very poor platform for changing their basic settings.
